Pharma GCCs in India are no longer a Bangalore conversation. The two cities that matter for new pharma and life sciences captives are Hyderabad and Pune. Each wins different parts of the value chain and the wrong choice locks you into a 7 year correction.
Where Hyderabad wins
- Genome Valley is the only built-out life sciences cluster in India with wet lab infrastructure, biosafety BSL-2 and BSL-3 capacity, and shared instrumentation
- Dr Reddy's, Aurobindo, Divi's and Hetero headquarters create a deep pool of formulation, API and regulatory talent
- Lower real estate cost than Bangalore and Pune at comparable Grade A specification
- Telangana government runs the most active pharma single-window in India
- CSIR-CCMB and IICT provide a research adjacency Bangalore lacks

What we tell clients in 2026
If you are a US or Indian pharma parent setting up an R&D focused captive, Hyderabad is the default. If you are a European, Japanese or US pharma parent setting up a finance, clinical operations or digital captive, Pune is the default. If you are doing both, the dual city model works because BLR to HYD is a one hour flight and Pune to HYD is two hours. Run the wet lab function in Hyderabad and everything else in Pune.
The cost picture
Hyderabad lab space runs 25 to 35% cheaper than Bangalore equivalents. Pune Grade A office is 30 to 40% below Bangalore. Talent cost for a senior clinical data manager is roughly flat across the two cities; for a regulatory CMC specialist, Hyderabad is 8 to 12% cheaper. Bake the function mix into the city decision, not the other way around.
